Director - Banking Services
David’s primary responsibility is managing the contract for the provision of account administration services for The Office of HM Paymaster General (OPG). OPG is now part of HM Revenue and Customs and is responsible for providing banking services to all government departments, the NHS and the Courts. The contract has been with Xafinity Paymaster since the privatisation of the Paymaster Agency in April 1997.
David took over the responsibility for this contract in 1997 and inherited a situation where declining transaction volumes would have led to the contract being unprofitable after a few years. He has been instrumental in developing OPG’s service model which in turn enabled the customer base to be developed to its current position where a sound business model is in place with good prospects for the future.
He is a qualified accountant (FCMA), elected a Fellow of The Chartered Institute of Management Accounts in 1983. David joined the Paymaster Agency in 1992 to introduce a commercial approach into the government department in preparation for its intended privatisation. He managed and oversaw the change from a centrally funded department to an organisation with paying customers who had the power to negotiate and ultimately to take their business and revenue away. During this period he also instituted the conversion from Cash Accounting to Resource Accounting as part of the government’s national initiative.
Prior to working at Xafinity Paymaster he held positions both in finance and operational management. He started his finance career in manufacturing (Philips Electrical), continued in publishing (Odhams Press), oil (Conoco) and then joined a private group of companies (NJA). At NJA he filled various roles rising to become Group Finance Director and Company Secretary and later additionally Managing Director of one of its principal subsidiaries (Travelwise).
